M3 (#169). The central flow daemon is a single point (all detection+mitigation is at home). Active/standby + sensors that keep last-known enforcement if the brain drops.

Pro: closes the single biggest fragility of a centralized brain. Con: active/standby + sensor enforcement cache; depends on #1 sensors. Needs its own spec→plan.
