Cargo workspace + CI + strict lints + 90% coverage gate, and:

blackwall-core — domain types, port state machine, policy resolution/validation
blackwall-config — declarative config DSL (lexer + parser)
blackwall-state — PostgreSQL persistence (migrations, tenants, services, audit log)
blackwall-nft — nftables render + atomic apply (dual-stack real_v4/real_v6 sets)
blackwalld — CLI (render, apply)

Shipped in the initial main history.
