Re-enables the two BIRD flowspec gates whose original wedge was cross-gate orphan residue — now reaped by the #137 teardown fix (on main), with deception-resilience (the heaviest residue producer) quarantined ahead of them. This PR's lab run is the verification. flow-live (#88 in-step hsflowd pipe) and deception-resilience (flaky under load) stay quarantined. If flowspec/-auto go green, two more gates are restored; if not, I re-quarantine.
