M1 (#167). Policy table so an RTBH /32 auto-carries each transit/IXP's blackhole community (not just 65535:666), and FlowSpec is auto-scoped to cooperating peers.
Status: PARTIAL (a flat uniform community list exists) · Size: M · Home: blackwall-rtbh/config.
Pro: decides whether a blackhole actually propagates upstream. Con: GATED on verifying which upstreams honor communities/FlowSpec (ops research).
